PVU cost relates to server power, not number of users

PVU = processor value units, so that you are paying more (or less) depending on how strong the server is (which relates to how many users it will support).

But if you are buying individual user licenses as advised, you get the server license(s) free. This is called the Collaboration Express deal.

You need to do the arithmetic - is it cheaper to buy 350 individual licenses with bundled servers, or to buy a server and user license seperately.

It's all very confusing. Better to get IBM salesman to do it all for you.
